On August 25, 2025, the Mashariki Research and Policy Centre (MRPC), led by CEO Brig. (Rtd) Dr. Robert Kabage, signed a Memorandum of Understanding (MoU) with the National Cohesion and Integration Commission (NCIC), under the leadership of CEO Daniel Mutegi.

The MoU establishes a partnership framework to develop a Conflict Vulnerability Index (CVI) and early warning system that will transform Kenya’s historical hotspot data into predictive tools for proactive intervention, early threat detection, and coordinated preventive action ahead of Kenya’s 2027 General Elections.
