Conflict Vulnerability Index

As Kenya approaches the 2027 General Elections, the imperative to strengthen early warning systems and conflict prevention mechanisms is more urgent than ever. Building on the Mashariki Research and Policy Centre’s (MRPC) security foresight mantra——“anticipate, prevent, and this project aims to develop a comprehensive Conflict Vulnerability Index (CVI) that transforms historical hotspot data into predictive tools for proactive intervention and policy action. This project will not only detect emerging threats but will also support coordinated preventive actions aligned with MRPC’s vision of embedding intelligence led decision making in democratic governance. By exhaustively reviewing the NCIC 2022 Hotspot Report, MRPC recognises its value as a foundational document in understanding Kenya’s electoral conflict landscape. However, the proposed Conflict Vulnerability Index and early warning system build on and elevate this work by moving beyond descriptive hotspot mapping towards proactive conflict prevention. This integrated approach promises a masterstroke in addressing Kenya’s electoral challenges ahead of 2027, positioning MRPC as a pioneer in foresight driven security research and policy innovation.

Problem Statement

Kenya’s elections have historically been marred by violence, with specific counties and constituencies repeatedly emerging as flashpoints. Despite past analyses, such as the 2022 Hotspot Report by the National Cohesion and Integration Commission (NCIC), there remains a significant gap in translating hotspot mapping into predictive, dynamic early warning systems. Moreover, challenges such as the contested reconstitution of the Independent Electoral and Boundaries Commission (IEBC), ongoing legal disputes, and gaps in public trust signal vulnerabilities that require structured foresight and predictive analysis. The absence of localised, data--driven conflict vulnerability indices leaves governance institutions reactive instead of proactive.

Objectives

  • To develop a predictive Conflict Vulnerability Index (CVI) tailored for Kenya’s electoral context.
  • To identify and analyse key indicators contributing to electoral violence across countries.
  • To build a geospatial dashboard and early warning mechanism integrated with county level preparedness.
  • To inform national policy and security planning through evidence based forecasting aligned with MRPC’s foresight agenda.

Parameters for the Conflict Vulnerability Index (CVI)

The CVI will be constructed using the following multi dimensional indicators:

  • Historical electoral violence trends (2007, 2013, 2017, 2022)
  • Ethnic composition and tension indices
  • Youth unemployment and economic exclusion rates
  • Presence of organised political groups/militias
  • Proximity to contested administrative boundaries or natural resource competition zones
  • Real time hate speech tracking (online/offline)
  • Media sentiment and political rhetoric analysis
  • State legitimacy and institutional trust levels (police, judiciary, IEBC)
  • Legal and political disputes, including court challenges to the IEBC composition
  • Levels of disinformation, voter apathy, and disenfranchisement among youth and marginalised communities

Expected Outcomes

  • Kenya’s first integrated Conflict Vulnerability Index tailored for electoral cycles.
  • A geospatial early warning and monitoring platform for use by national and county actors.
